The Brazil–Intergovernmental Committee agreement was concluded in London on 1 April 1947 for a trial group of a thousand families. Six weeks later the transport General S. D. Sturgis landed the first group of 861 refugees and displaced persons at Rio de Janeiro for the hostel on the Ilha das Flores; it was the first American troopship to carry European refugees to a resettlement country. From Rio those bound for São Paulo went on to the provisional hostel at Campo Limpo.
