In July 1947 Britain sent the passengers of the Exodus 1947 back to Europe rather than to Cyprus, an admission that the deterrent had failed. Between 1945 and 1948 sixty-six clandestine vessels carried some 70,000 immigrants towards Palestine, and the Royal Navy intercepted more than nine in ten of the ships.
