Until 1949 immigrants landing at Haifa port were processed on the quayside before being sent on to immigrant camps. In March 1949 the former British military camp of St Luke's on the southern edge of Haifa was converted on a site of 200 dunams to bring the whole chain of arrival formalities into one place. The first 353 immigrants, from the ship Kadma out of Marseille, reached it on 14 March 1949.
